A planning proposal for a consolidated local environmental plan (LEP) for the Armidale Regional Local Government Area is now open for public feedback until 5pm on Monday 15 November 2021.
In response to requirements from the NSW Government to merge the former Armidale Dumaresq and Guyra Shire Councils LEPs into one consolidated LEP, Council has prepared draft LEP amendments for review. A LEP is a legal instrument that implements the strategic narrative and planning priorities described in the local strategic planning statements by establishing land use zones and imposing standards to control development.
Creation of the Armidale Regional LEP will primarily be achieved by amending the Armidale Dumaresq LEP 2012 to include provisions from the Guyra LEP 2012 and from the Standard Instrument – Principal LEP 2006.
Armidale Regional Council Mayor Ian Tiley said the new LEP will seek to harmonise the former Councils’ development and land use controls in the local government area.
“The new LEP will replace the existing LEPs and does not propose significant changes to zoning, however in order to create one plan some changes are proposed to planning controls governing the former LGAs,” said Mayor Ian Tiley.
“I strongly encourage the community to review the numerous documents in the proposal. The LEP is one of council’s most important documents and determines the rules that govern development and growth within our region.”
On advice from the NSW Government the Guyra LEP will be repealed and the former Armidale Dumaresq LEP 2012 will be amended and renamed as the Armidale Regional LEP.
“This has only been done because the Armidale Dumaresq LEP 2012 contains more content than the Guyra LEP and therefore fewer amendments will be required,” said Mayor Tiley.
“The existing LEPs are both based on the Standard Instrument – Principal LEP 2006 and are very similar in content.”

Submissions can be made by mail addressed to the General Manager, Armidale Regional Council, PO Box 75A, Armidale NSW 2350; dropped off in person to the Armidale and Guyra Civic Administration Buildings or online through a link on the yoursay.armidale website to the NSW Planning Portal. Submissions close 5pm Monday 15 November 2021.
